Thanks to everyone who responded to my request.  As you know, I received an
avalanche of comments.  Not all were posted as some were sent directly to
me.  I decided to summarize the results (in very general terms) for the
benefit of the group.  Here goes-

To date, 45 institutions responded.

25 respondants have signature authority without any restrictions/limitations
 5 have authority with restrictions (usually tied to funding level)
 2 have authority on everything but cost-sharing allocation
 4 have authority only in someone's absence (eg VP for Research etc.)
 9 do not have authority at all (1 of these is under review and may change)

All in all, 71% of you have authority bestowed upon you.  I find that fact
noteworthy.
