At Calif State University Fullerton, I am a director who reports to
an Associate Vice President.  I have signature authority on all grant
and contract proposals, except that:
-- some sponsors insist on having the CEO sign
-- contracts are signed by the director of our founadtion, although I
do most of the contract negotiation.
-- my office manages the signoff process for things like match funding
and release time.  This is a burden but (a) the departments do not have
their own grants personnel and (b) it does give my office control over the
process.
