Al Sinisgalli asked me to share the following info re EPA:

Such a plan is under discussion at EPA, and COGR has helped review a first
draft of grant terms and conditions.  Progress has slowed a bit due to the
political fights about the federal budget; we'll have to wait and see if the
program shows up in the President's FY'96 budget plan for EPA.
