    The University of Connecticut's Dean of the Graduate School signs
off on proposals.  The Provost, or his designee, signs off on
contracts as the authorizing official.  In addition, the Board of
Trustees would have to approve any change in contractual signoffs.
    I will be anxious to find out if there are many institutions
where the director (or the equivalent) of a grants/contracts office or
research foundation signs off on contracts.
