Speaking as an Interim Director and knowing past policy, Lehigh's authorized
representative for signing reserach grants, contracts, proposals,... is the
Vice Provost for Research.  The Director of the Office of Research does not
have the authority to sign for the University.  In the absence of the Vice
Provost we go to the Provost, Treasurer, President.

I sense you are trying to gain authority to sign for your institution.  If
this is the case I would like to know if you succeed.  Good luck!
