According to Ruth Tallman, you must charge the feds your lowest computer use
fee. Is this true for other charges? In particular I am interested in
indirect costs. A couple years ago I read in an issue of Federal Grants and
Contracts Weekly that universities must charge industry their federally
negotiated indirect costs. I, of course, have not been able to locate that
issue of FGCW again.
If it is the case that the feds can be charged only the lowest rate on
computer fees, indirect and possibly others, where is this regulation found?
