A quick answer.

I'm not sur when the salary cap was removed but I do know there is no longer a
NSF  mandated salary cap. However, some of the individual programs may impose
their own salary caps. Which, many times is then reflected in a revised budget
as a reduced level of effort which happens to to meet the cap.
