I had some correspondence with Bill Kirby a few weeks ago.  Alas, he told me
that Grantsweb would no longer be available because NSF did not have an
ongoing commitment to support it.  I think all of us who used it agree it
was a great service.  Seems counterintuitive for NSF to take this attitude.
Bill was running it out of his back pocket and could not make the time any-
more without support.  He does offer to send the home page to anyone asking.
You'll get a file from him in htl format that you can run on your campus,
if you're set up to do that.  I think (this is from memory) his e-mail is
xxxxxx@nsf.gov.
