One thing that we have tried is to have a level set for non-Federal cases
and to allow teh department to keep any difference that they are able to get.

For example, if the IDC we require is 8% and they can recoup 20%, teh
department can keep the difference.  You have to be willing to enforce
the 8%, however, and take it out of directs if they are unable to secure
indirects (unless this is not allowed by the program or funding source).

I look ofrwrd to hearing what other places charge....
