In my recent past life as a pre-award information gatherer at a large medical
center, we subscribed to United Communications Corp. electronic CBD service.
The CBD was downloadable at 4pm the day before publication.  The service was
customized in that only pre-selected sections of the CBD were sent.

As for downloading the Federal Register, it seemed like a horrible task with a
2400 baud modem, so we never tried.
