We're not supposed to impose our travel regs on subcontractors.  Eg,
if you award a sub to me, I will fight having to use your rates.

Use of a fixed price award also ties payment to delivery.  The
problem is being able to measure a deliverable (quality report
probably isn't specific enough).  Technically, fixed price awards
don't have to be put on an A-133 schedule because they aren't subject
to audit (A-21 is used as a guide in pricing, not for reimbursement).
 Another possibility is to use a Time and Material (T&M) contract.
It is a hybrid cost reimbursable and fixed price, but they are
subject to audit.
