It might be possible to accrue a final billing to meet the awarding
agency's deadlines.

The A-133 problem sometimes gets crazy because our expenditures are
what we have paid the subcontractor (usually what is booked) but on
the subs records, it is their expenditures through a fiscal year, not
the amount reimbursed.
