At the University of Central Florida, we do share indirect costs
with Institutes/Centers - generally on a fixed ratio basis --
most secretarial positions are calculated into the OH rate --
unless the position was integral and specific to the particular
project under recent guidelines, it should be in the OH rate...
-- if the Center or Institute wants/gets a larger piece of the
pie, they should also get to assume more of the risks of research
in their department -- responsibility for overruns, department
word processing support  for proposals, etc.  because those funds
are no longer available to Sponsored Research departments to
provide those extra services...
