The NRSA program has been greatly simplified during the past year. New
predoctoral appointees no longer are required to do "payback" service and
postdocs incur obligation during their first twelve months which can then
be paid back during months 13-24. You might want to refer to the NIH
Guide, V22, #27, July 30, 1993.
