Don't know about other states but Florida Divisions of Sponsored
Research at universities are established by State Statute (FS
240.241) ... they are financed fromt he moneys ofa university
which are on deposit or received for use int he research or
related programs of that particular university... (indirect
rate)... are other Sponsored Programs in other  states also
organized and created by state statutes -- is so, they would have
to have statutory authority to create the office and collect
moneys...
