We're facing a heavy challenge now from our Development Division, as
Northern Illinois University gears up for a capital campaign.  The big guns
are out.  Our Development people talk a good line about "stewardship" to
counteract our concerns in Sponsored Projects about adhering to
line-item budgets or detailed technical reports.  But I'm still working on
getting a clear idea of just what paperwork Development can return to
sponsors; i.e., whether they are set up to adhere to compliance and
oversight or purchasing issues.  At least we've agreed to meet and talk
about these things.

In their eagerness to count everything non-federal and non-contractual
as gifts, the Development folks cite a 1982-3 joint CASE and NACUBO
publication on managing accounts and fund raising.  This guidance says
that everything except federal awards and contracts should be included
in an institution's gift total.  Has anyone any thoughts on this guidance?

I'd appreciate further comments, suggestions, etc., on how to deal with
this.
