At East Carolina University, the pre-award Office of Sponsored Programs
reports to the Associate Vice Chancellor for Research & Dean of the
Graduate School, squarely on the academic side. This reporting
relationship is only about five years old. Prior to that (and before my
time here) the Office of Sponsored programs reported the Vice Chancellor
for Institutional Advancement who oversaw, primarily, the development
office. The current reporting relationship has worked out very well,
both administratively and functionally. Post-award budget administration
reports to the Division of Business Affairs. Sponsored Programs,
however, does have responsibility for many post-award activities as
well, e.g., approval for budget transfers and other expanded authorities.
