We looked into this a few years back when we were trying to develop a policy.
We wondered what the NIH's policy was for it's employees - figuring we
could model it after that as we are a government lab as well, albeit state.
After many attempts and finally a FOIL request, I got hold of a memo written
by Bernadette Healy to ICD Directors at NIH regarding Nepotism outlining
the NIH view of it and also referring to "the "Standards of Ethical
Conduct for Employees of the Executive Branch" which requires that
all employees take appropriate steps to avoid any appearance of loss of
impartiality when performing their official duties.
For those of you who want to see the Healy memo, I will post it shortly.
The "Standards" document took me some doing to obtain through our state
library, but it was prepared by the U.S. Office of Government Ethics
