GRANTS & DEVELOPMENT...BAD IDEA?

Sorry, Bob, I can't see a single functional or philosophical reason
to put these two animals together. it goes back to a couple of
pretty simple things. First, development people are under a lot
of pressure to personally produce or get sacked. They are
building up the dollars like football scores (another group who
gets sacked for the same reason--not winning) AND the monies the
development folks bring in are gifts.There's nothing wrong with
self-interest, but in this case it separatesRA's and these guys.
Research administration people, to a large degree, have their
work based on the initiative of others-- the researchers and
proposers. The funds brought in are purposed and the sponsors
expect a specific product, service, or other result. It is very
hard for people with development mindsets to handle this concept.
When working with these folks, which I do regulary and more or
less successfullly, the bottom line is "who gets to claim the
score?" I always say "both," which unnerves them. My view may be
simplistic, but I believe it is generally accurate.

One thread that I picked up in the conversation about reporting lines for a
grants office is that it is a BAD IDEA to combine the functions of a
grants office and a development office.
I wonder if anybody out there might care to elaborate on this idea.
On the face of it, it would appear to offer some advantages, especially
for smaller institutions.
