Do not assume that all state institutions are unable to indemnify research
sponsors. In CT that was the case until about 5 years ago, when we were able
to introduce, and get passed, legislation which allows UCONN to indemnify
sponsors at its discretion. If you want to hear the war stories gimme a holler.
However, in preping for the leg. process, we did a survey of other state
schools, and found a number of them were legally able to provide
indemnification. Keep in mind that having the authority to do so, does not
mean that the school will automatically do so every time the issue arises. We
