Likewise Colorado State University may not agree to NCHRP's terms.  We, too,
have been told by NCHRP they will not change.  If one assumes no state
institutions may legally agree to NCHRP's terms and therefore contract with
them, I wonder with whom NCHRP *is* contracting.  Is this a back-door way of
restricting competition?
