The University of Arkansas by state law cannot sign the NCHRP's liability
statement.  As a result, we have missed out on NCHRP funding.  Many state
supported IHEs are prohibited by their respective state laws from entering
into agreements to "indemnify and hold harmless" the sponsoring party.

In a face-off with a NCHRP official last year (on campus) , he stated that
NCHRP would never change this rule until they were forced to by the fact
that all universities were refusing to play because of the rule.
