My institution is a community based, private medical school with
approximately 1200 affiliated faculty, a small portion of which are
considered full-time and paid as such.  A large portion of the community
faculty utilize the institution's administrative and facility services and
at this point contribute minimally in IDC's.  They are not paid by the
institution rather through their private practices.

Question:       These community faculty submit grant applications under
the auspices of the "institution".  For federal submissions, the usual
IDC rate to be applied (as per our negotiated rate) is 80% of salaries
and wages exclusive of fringes.  Presently we do not request IDC on
salaries for our community faculty or their associated staff, rather we
list them as a contractual expense.  Awards are made to the institution
not their practice.  The question continues to arise as to WHY we can't
request IDC on these community faculty.  They sign a type of contract
cementing their contribution to the institution and further, they utilize
our administration and facility services.  That translates into the
institution supports their research endeavours without compensation.  It
seems appropriate that we may request IDC's at the off-campus rate.  To
clarify, these individuals are not on our payroll.  However a true
relationship exists with the institution.  Does anyone have a similar
situation in which they would be willing to offer advice as to the
appropriateness of our requesting IDC's in this situation?
