At Central, 33% goes to the General Fund, 17% to the Research Office, and the r
emaining 50% is divided among the Dean, Chair, and PI as negotiated among thems
elves (most often 25% to the Dean, 25% to the Chair and the PI is left out).

Change does indeed encounter resistance. We recently renogiated the distributio
n here, not without much "discussion". Being a regional comprehensive universit
y whose faculty have a heavy teaching load, we needed some real incentives to e
ncourage seeking external funding. Returning IDC to the College and Department
is a good incentive--and that formed the basis of our argument for changing the
 distribution. As long as administrative costs are met in the General Fund for
accounting, etc., the VP for Finance and Administration can't really complain.
So, effectively, we set up a justification for our recommendation based on real
 needs and costs and were able to effect the change. I should mention that I re
port the the Provost, which gives a decided Academic Affairs flavor to my offic
e and activities. The significance of this should not be underestimated, I thin
