If a sponsor doesn't pay for a requested tuition waiver it may or
may not be available to the student.  If we receive the notice early
enough the graduate provides a few waivers.  If we are ask to
rremove the tuition waiver from the budget after the graduate
school funds are gone, then we can only offer the student a
stipend.
