To my knowledge, neither NSF nor NIH officially recognize a role for a
Co-PI. I know of several instances when the PI has been reluctant to
disclose the 'pink sheets' to the institution or other investigators.
There is a definite perception that a low priority score (even for a
meritorious idea) will be detrimental to an investigator's career. In
most of these cases, the institution was able to persuade the investigator
to provide copies of the reviews. I don't believe the 'Co-PIs' have any
legal claim to the reviews. I would approach the PI to share the info on
the basis of building the grant writing skills of the junior
