At Marquette University, if tuition is to be included in the budget, we include
it as a direct cost, usually in the "Other" category.  For some
grants/contracts were costs are determined on an hourly fee, the cost of
tuition is included in the salary, fringe & indirect cost connected with the
salary and fringe.  If the granting agency will pay tuition costs, we want to
have tuition included in the budget.
