At Yale, on the non-Medical School side of campus, when a graduate student's
salary is charged to a grant, one-half tuition is charged to the same grant.
It is charged as a separate, direct cost in addition to salary and health
fee.  Since it is not salary or fringe benefits, we usually itemize the cost
