there are two components for our indirect cost:
 modified total direct cost (all except equip)   54.2%
 tuition and fee waiver (on grad res salaries)   31.7%

this is a complicated but the only way because of the way the State of
Illinois operates.  The State collects all tuition and then "appropriates"
it for the University.  I understand most institutions don't have to do
it this way.
