I think Leonard P. Paplauskas summed the IDC question up
nicely.  I wouldn't begin to ask a federal agency for "administrative
fees."  However, If a nonfederal agency that wouldn't consider
indirrect costs would support rent, phones, secretaries, etc. I
wouldn't be shy about asking for it.

Forget the Easter Bunny, these costs are real.
