Another thought about administrative vs indirect costs.....

While working in Indiana, we on "rare" occasions successfully
included an administrative fee on private/foundation requests
when the agency disallowed indirect cost charges.  Rather than a
"phantom" figure it was one that was calculated per the specific
project as best one could.  The charges were limited to facilities
usage/rental for the given project and listed under specific
headings rather than listed as "administrative".
