At Marquette University, we at the Office of Research & Sponsored Programs
sometimes ask for a copy of the reviews on proposals.  We are most likely to
ask for them, we our staff has provided technical assistance in developing the
proposal.  We don't usually have a problem getting a copy from the PI.

I agree with the person that said that the confidentiality excusse is weak.
The applicant is the University.  If the PI is asking for internal money as a
bridge, the excusse is even weaker.
