I refer you to the September 16, 1988 NIH GUIDE Volume 17 No. 29:

PHS Policy on Distribution of Unique Research Resources:  This policy
allows for the distribution of unique research resources (cell lines
and the like) that are not patented.  Section B specifies that any
charge for the materials accrues as general program income.

Also - Doug, I have not seen anything from Techno-l in weeks - can
you let me know directly whether you've been receiving mail so I can
