this is one of the eternally nasty issues.  At the University of Illinois the
NSF or NIH fellows are not eligible for fringe benefits.  They either
pay for the medical insurance with the institutional allowance or
register as a student and pay for the student coverage.

I think that this is a serious problem since postdocs tend to be grown-ups
with families....
