I appreciate everyone's responses on Americorps.
I talked with our state/regional contact about this employee/
not employee problem and expect some illumination today. In short, he
doesn't see much of a problem and believes that my Personnel folks
found yet another example of poor writing. His reading of the
intent of this language is that the Americorps people are not to
replace exisitng employees or to do work ordinarily done be
regular folks-- the old supplement, not supplant concept-- and
it was just poorly presented.
So that will allow us;to run these folks through our Byzantine
Human Resource Management System (her name is Elizabeth) and be
done with it.
