I have been in touch with Dr. Ortega's office at NSF.  I am told that
the deadline listed in the latest issue of the NSF Bulletin is
INCORRECT. The deadline for the PFF program is November 30. The
guidelines have not yet been published and are not yet on-line.  Hope
this helps.
