Although my institution does not have one person designated as the
responsible party for ensuring compliance, I wear many of those hats.
We've spread the responsibilites around.  Centralizing may sound easier but
I suspect it will be difficult to find someone with the time and
experience to do it all.  I would be happy to discuss my time commitments
and/or offer insight.  My office handles animals, humans, biohazards,
misconduct, conflict of interest etc....not A-133 or A-21.
