The suggestions and methods that others use have been instructive.  We
have the same problems but limited flexibility to manage them, because our
fringe benefits are direct charged as that are actually incurred.  Hence,
there is no negotiated benefits rate to include them into.  Have any other
schools that charge benefits as they are incurred come up with an
innovative solution?
