Barbara...we at the University of Central Florida developed a
formula to add a small percentage increase to our fringe benefit
rate to cover just this type of thing. We have been doing it for
a few years now and have built up a large enough pool that we
have been able to reduce the percentage componet of our fringe
benefit rate.  We included this factor in the negotiations with
our Cognizant Audit Agency representative so our indirect cost
specifically notes the fact we have a method of paying these
costs thru the fringe benefit assessment.  It has worked out very
well for us.
