The only time we have used IPA agreements is to pay for technical personnel
who are working on V.A. Merit awards, etc., but who are on our payroll.  The
faculty who receive 1/8ths from the V.A. receive a pay check from the V.A.
for the level of effort they work.  Absent the 1/8ths we have entered into
sharing agreements with the V.A. when they need additional health care delivery
and need physicians in a particular specialty.  We execute an agreement between
the V.A. and UMAB and then the faculty member is able to stay on our payroll.
