Re:  IDC on state grants.
As far as I know the State of NY has no official policy on giving idc to
State supported colleges.  We are relatively small, but our experience at
The College of Staten Island (which is part of the City University system,
but funded by the State as are all the senior colleges in CUNY) is mixed.
We get 5% on VATEA grants, 6 or 8 on a few training-type contracts as a
rule.  We  have, in the past, gotten full overhead on a few research
contracts from state agencies.  However, that is the exception and the
5 to 8% is more the norm.
