Here in Michigan it is pretty much a hit or miss affair.  Whenever possible
we negotiate indirect costs (rarely full rate) on each grant.  The Michigan
Department of Education usually pays 8% others pay varying rates between 8%
and 20%.  Incidentally, WMU keeps the idc - not as in some states where the
state assistance is reduced by the amount of indirect costs.
