We are limited (by the State) to charging/receiving a
 maximum 15% indirect costs on grants/awards from State of
 Oregon departments/agencies.  With other state universities
 and colleges, we charge the negotiated rate on the first
 $25K of any subaward/subcontract as permitted by our
 agreement with DHHS.
