At Yale, we have had a number of these fellowships over the years.  I checked
back through the files--for some grants, the paperwork comes well before the
start date but for others, it seems to take months to get the grant
documents.  There doesn't seem to be a rule.  Concerning spending before
getting the award--note that these fellowships are not granted under the
usual NASA grant terms and conditions, and pre-award costs are NOT allowed
(we checked this out thoroughly a few years ago).  We do, however, authorize
spending on these accounts as of the start date, once we have been assured
that a grant will indeed be issued and we know what the start date will be.
