It is an interesting question.  From my experience as a long
          time staff scientist in this office of DOE, no distinction
          is made as to whether or not a particular investigator on a
          grant is, or is not, retired from a particular institution.
          What is important is whether or not that individual is
          expected to be a significant contributor to the conduct of
          the research.
