CWRU has a number of federally funded projects in the area of AIDS
research. A number of these projects are being conducted on-site in a
central African country and, therefore, involve subcontracts with African
institutions. However, for a number of reasons we are increasingly
reluctant to enter into subcontracts with these institutions. Since this
program of AIDS-related research appears to be growing in one particular
country, we are wondering if there is an alternative to subcontracting
with an African institution. One possibility, that I haven't thought
through carefully, might be to establish some type of independent
administrive organization on-site. Has anybody else dealt with this
issue? I'd appreciate ANY thoughts/comments/experience that any of you may
