I would like to hear from anyone whose institution has an office that is solely
responsible for sponsored programs with business & industry, exclusively.  How
are you
organized within the institution?  What are your responsibilities and
authorities?  I suspect that, in some cases, such an office will also be
responsible for Tech Transfer.
