Our IDC agreement (HHS as the cognizant agency) reads just like the
Florida agreement mentioned by Carol Cook.  "Actual costs will be apportioned
between on-campus and off-campus components.  Each Component will bear the
appropriate rate".  Negotiation of this agreement pre-dates me, but I do not
recall any discussion about this aspect being different from earlier
agreements.  Anyone have any idea why HHS has not standardized its practice
on this issue, or do different regions treat it differently.  We used to be
handled by the Chicago office, but now we are handled by the Dallas office.
