I guess I should add my two cents worth about what rates to use when
work is performed on and off campus.  For years, I knew that we use
the rule of thumb that if more than 50% on or off,that's the rate
that is to be used.  However, recently, a faculty member called and
said he really wanted to use both the on and off rates. The work to
be performed off campus was only 30%, but I decided to call the
person who handles our indirect cost proposal and ask if we could
allow the PI to use both rates.

Answer, no, in our IDC agreement with HHS, it states that only one
rate can be used on any single project.  And the rate to be used will
be that for the place where greater than 50% of work performed.

I wonder if any other universities have agreements with this language.
