I am curious about the split rate appraoches being suggested by various
respondents on this topic. Our rate agreement with DHHS says: "A project
shall be considered an off-campus activity if more than 50% of the direct
salaries and wages of personnel engaged on the project are incurred at a site
neither owned nor leased by the University." Doesn't everyone's rate
agreement say that?
The only way we could use the split rate approach would be to artificially
construe a project as multiple projects. We have used splits when they make
sense e.g. first year field work off-campus, second year data analysis on
campus, but we prefer to look at a "project" as a whole and call a single
rate based on the %ages.
